Scheduler Initialization Failed on OIM Startup due to SocketException (Doc ID 1050906.1)

Goal

With a fresh install of Oracle Identity Manager (OIM) 9.1.0.1 on the AIX Operating System, the caching mechanism is not able to be initialized for OIM and the following error is seen in the logs. What is causing this and how can it be corrected?
