As an administrator, when you select the "Choose Groups and Users" button from within a community editor and if there are less than 50 groups within the portal, the result will be a listing of community groups from other communities. When you select the "Choose Groups and Users" button from within a community editor and if there are 50 groups or more within the portal, you will not be able to browse groups from other communities as they will not appear in the results in picker window. In both cases, however, you can search for groups from other communities.
The following image demonstrates the resulting list of groups when you browse for community groups in a portal that contains less than 50 groups. This example is being done from within the community editor for "Community 01", with an emphasis on the resulting list which contains groups from both "Community 01" and "Community 02":
