Resubmit Reconciliation Event Task Does Not Resubmit All Events Even Though Window Set To Zero (Doc ID 1053187.1)

Symptoms

According to the documentation, the "Resubmit Reconciliation Event" will resubmit all unprocessed reconciliation events (i.e. at status Event Received) older than window hours. So if window is set to 5, then it should resubmit all unprocessed events older than 5 hours; whereas if window is set to 0, then it should resubmit all unprocessed events regardless of how old they are.

However, when using Oracle as the OIM database, the window setting does not work as intended. If you set the window to 0, it should resubmit all unprocessed events; but instead, it resubmits all unprocessed events from yesterday or earlier, and will not resubmit those from today.
