SOA 11g: Merge Tool ant-sca-upgrade.xml Fails with UPGBPEL-02028 Error (Doc ID 1056182.1)

Symptoms

When attempting to merge multiple BPEL projects into a single composite using ant-sca-upgrade.xml, the following error occurs.
