"ORA-01008: not all variables bound" Error When Attempting to Start the Content Server (Doc ID 1059300.1)

Symptoms

After installing the Content Server and attempting to start the Content Server service, it fails to start and provides the following error:

ORA-01008: not all variables bound\par
