Why Is Admin Server Picking Up Settings From <install>/bin/intradoc.cfg In Linux 64 Bit Environment?

The setting JAVA_MAX_HEAP_SIZE=1024 was set in the <install>/bin/intradoc.cfg, but the Admin Server was also picking up this value despite it not being set in the <install>/admin/bin/intradoc.cfg.
