Report Builder 11g on MS Windows Errors with: REP-50125 (Doc ID 1059638.1)

Symptoms

Oracle Forms Builder 11g starts up fine, however, when attempting to launch Oracle Report Builder 11g it errors. 

-- Error(s)

• when clicking on the rwbuilder.exe: 

REP-50125: rwbuilder.conf:java.lang.NullPointerException

Or

java.lang.NoClassDefFoundError:
oracle/xmlparser/v2/XMLParseException

• when executing the rwbuilder.bat: 

Error pop-up window displays:

$$Instance.oracle_home$$\bin\rwbuilder.exe
    
Windows cannot find '$$Instance.oracle_home$$\bin\rwbuilder.exe'.  Make sure you typed the name correctly, and then try again.  To search for a file, click the Start Button, and then click Search.

Changes

New installation of Oracle Fusion Middleware Portal, Forms, Reports and Discoverer Release 11g on the MS Windows XP (32-bit) where the 'Install and Configure' completes successfully.
