WEB SERVICE FRAMEWORK LOGS VERBOSE MESSAGES WHEN NO VERBOSE OPTION IS SET (Doc ID 1062015.1)

Symptoms

On WLS 10.3, when using WLS-WebServices, verbose log messages are logged when no debug is turned on. This occurs with JAX-WS web service with security policy file referencing UserNameToken.

This would be expected when additional debug is set, such as setting -Dweblogic.wsee.verbose.  However, this is occurring without any debug set.
