WebGate is Unable to Contact Any Access Servers (Doc ID 1062072.1)

Symptoms

Issue, as seen in the WebGate oblog,  where the Webgate is unable to contact any access servers (AAA).
 
If the AAA server or the WebGate is restarted the issue is not seen for at least another hour.
