'netui:anchor' with 'PopUp=True' Generates Incorrect Link (Doc ID 1063294.1)

Symptoms

Using netui:anchor tag with popup='true' attribute results in Page Not Found (404) exception on the popup page. This exception occurs only in stream based portal and not in file based portal.
