SQL DEVELOPER RESET PASSWORD OPTION IS GREYED OUT

Symptoms
Do not see the option "Reset Password" at SQL Developer -> Connection -> Choose connection -> Right click for Property page
While connecting to user, it shows message that password is expired but "Reset Password" option (where there is option to change password) remains disabled.
This is working on a few SQL Developer instances but does not work on some others.
