WebCenter Spaces SOA Worklist Returns "Worklist Service is Unavailable" (Doc ID 1065012.1)

Symptoms

WebCenter Spaces has been configured with Oracle's Service-Oriented Architecture (SOA).  After login to WebCenter Spaces and clicking on the worklist connection, the error "Worklist Service is Unavailable" is returned.

WLS_Spaces-diagnostic.log shows the following related error:
