Patch 'SRWM' is Causing NullPointerException During Runtime (Doc ID 1065429.1)

Symptoms

When patch 'SRWM' has been applied and any WSRP (Web Services for Remote Portlets )  link is accessed on a consumer, below exception could occur:

java.lang.NullPointerException
at com.bea.netuix.util.URLEncoder.needToEncode(URLEncoder.java:138) 
at com.bea.netuix.util.URLEncoder.encode(URLEncoder.java:110)
at com.bea.portlet.GenericURL.addParameter(GenericURL.java:1090)
at com.bea.portlet.GenericURL.addParameter(GenericURL.java:1059)
at com.bea.portlet.GenericURL.addParameter(GenericURL.java:1031)
at com.bea.wsrp.consumer.registry.ProducerRegistry.addResourceParams(ProducerRegistry.java:666)
