Symptoms

All WebLogic Portal (WLP) managed server instances freeze upon server startup. The server goes to 100% CPU utilization and no further requests are processed. Thread dumps show most threads stuck in java.util.HashMap from com.bea.netuix.nf.factories.TagClassMap$NamespaceTagnameMap.getClass().
