Symptoms
Most of the document conversion fails with the following error.
Unable to convert. Native application reported: There is insufficient memory. Save the document now.

Steps To Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Schedule IBR windows service with service account which has power user previlage.
2. Log into Windows as the power user and restart the IBR service
3. Log in to content server and check-in a word document to convert.
4. Errors with 'Unable to convert. Native application reported: There is insufficient memory. Save the document now.'

The issue has the following business impact:
Due to this issue, users cannot cutover to production.

For Security Complaince User who is running IBR services was moved from admin account to power user account and granted with 'Remote Launch' and 'Remove Activation' permissions.
