BPEL Designer is Not Able to Reference External Web Service Over HTTPS (Doc ID 1067500.1)

Symptoms

In 10.1.3.x BPEL Designer when attempting to a secure enabled webservice published by our partner. This IP is setup not to be blocked by firewall. User is getting errors in design time itself though the same credentials are working fine with a web browser.


Error loading WSDL file, please click here to see the details! and clicking on the x icon a pop-up appears: ERROR: Unable to read WSDL file.
Please ensure that if this is a local file that it is present. If this definition is coming from another server or your local server, please ensource that the server is up and available.

The issue can be reproduced in 10.1.3.x BPEL Designer with the following steps:
  1. Start a synchronous BPEL process.
  2. Start a partnerlink for given URL (eg) https://hostname/servlets/soap?ServiceName=WSDLName&wsdl
  3. This gives error in design time itself .
