Workflow Monitor Not Showing OWB 11g Process List Diagram (Doc ID 1068164.1)

Symptoms

The Workflow Monitor has been configured and largely works but is not able to locate the requested java applet which shows the OWB 11g process diagrams.

The message looks like :
