Unable to Redeploy BPEL Projects on Windows: "archive cannot rename" (Doc ID 1068443.1)

Attempt to re-deploy an already deployed BPEL process in a Windows platform, this deployment always fails.

When JDeveloper is used this is the error that is returned:

<DIR>\build.xml:78: A problem occured while connecting to server "localhost" using port "8888": bpel_T1_1.0.jar failed to deploy. Exception message is: Error deploying BPEL suitcase.
An error occurred while attempting to deploy the BPEL suitcase file "<DOMAIN_HOME>\default\tmp\bpel_1434373.tmp"; the exception reported is: archive cannot rename <DOMAIN_HOME>\default\tmp\.bpel_T1_1.0_7260c45e3769a88c5dc6aed6b7728271.tmp

The workaround is:
Undeploy, stop the server, delete files in bpel tmp directory, start the server and deploy the BPEL project.
