Oracle Smart Update Fails With The Exception "com.bea.plateng.patch.PatchInstallationException: java.io.IOException: Unable to backup file" When Installing Patches (Doc ID 1069114.1)

Symptoms

While installing patches using the Oracle Smart Update tool, it was failing with the following exceptions in the bsu.log:
