WebLogic Server Is Not Reading The boot.properties File Inside The Domain Directory (Doc ID 1069324.1)

Symptoms

This document provides information about using the boot.properties file in WebLogic 11gR1 (10.3.2) or later.

Placing the boot.properties file in the root directory of the domain no longer allows starting the server without login.

In earlier versions (before 10.3.2) of WebLogic Server, one could put the boot.properties file with plain text of username/password under the domain folder to avoid having to input username/password every time during a server startup. And the original plain text would also be encrypted after the startup.
