Unable To Create Workspace Using The OWB 11g Repository Assistant On The Server (Doc ID 1069360.1)

Symptoms

When creating a repository with the OWB 11g Repository Assistant, on the database server, you are presented with a screen titled "Oracle Home for the OWB Installation".

It is not possible to move past this screen, as all attempts to enter a valid OWB home are rejected.
