HTTP Server Fails to Start with "Address already in use" for Port 7201 (Doc ID 1069740.1)

Symptoms

Starting Oracle HTTP Server using "opmnctl startall" fails with the following error:

The following error is reported in $ORACLE_HOME/Apache/Apache/logs/error_log:

[Thu Feb 25 14:17:53 2010] [crit] (226)Address already in use: make_sock: could not bind to address 127.0.0.1 port 7201

Changes

There is another HTTP Server instance running on the same server, and it is also using port 7201 for dms, this can be confirmed by the result of "opmnctl status -l":
