HTTP Server Fails to Start with "Address already in use" for Port 7201 (Doc ID 1069740.1)

Starting Oracle HTTP Server using "opmnctl startall" fails with the following error:

opmnctl: starting opmn managed processes...
opmn id=host:6200
0 of 1 processes started.

ias-instance id=standalone

--> Process (pid=2016)
failed to start a managed process after the maximum retry limit

The following error is reported in $ORACLE_HOME/Apache/Apache/logs/error_log:

[Thu Feb 25 14:17:53 2010] [crit] (226)Address already in use: make_sock: could not bind to address port 7201


There is another HTTP Server instance running on the same server, and it is also using port 7201 for dms, this can be confirmed by the result of "opmnctl status -l":
