"Customer has 2 "mirrored" data centers (A and B), which are distinct and fully independently functional (for disaster recovery). This means 2 distinct, independent OAM instances (one in each data center), which need to be able to share encryption keys for things like Challenge Responses and OBSSOCookie, so that Data Center A's OAM can read values written by Data Center B. How would we accomplish this?"
