OCA SSO AUTHENTICATION FAILS WITH 403 Forbidden

Trying to authenticate to Oracle Certificate Authority (OCA) in order to request a client certificate, using SSO Authentication, gives the following error 403 Forbidden "You don't have permission to access /sso/auth on this server."
