HTTP Transport Timeout Fails Despite Setting of the Timeout Property

Setting Timeout in OSB HTTP Transport Business Service is not taken into effect if Retry Count and Retry Delay is set to some specific value.

For eg.

1. The end service is sending the response back in 5 mins and the business service Timeout, Retry Count  and Retry Delay is set as below:

- Timeout = 60 seconds
- Retry Count = 5 times
- Retry Delay = 5 seconds

With the above setting, the OSB business service will not timeout in the configured 60 seconds
