Symptoms

- Using Oracle Access Server (OAM) 10.1.4.2 with no Bundle Patches (BPs) on Windows 2003
- Browse to http://<hostname>:<port>/identity/oblix/
- Click on "Identity System Console"
- You will receive following error:
