Multiple Disabling Of A Failed Pool Fails With ResourcePermissionsException

As a side-effect of a pool's failure during a user request for a connection, a multipool may try to disable the failing pool. This is an admin-level call, and if the current user doesn't have admin permissions on the pool, the call fails, resulting in the following exception being seen.
