IPM Web Service Error "Server was unable to process request. ---> No Data was returned from Document Action" (Doc ID 1076252.1)

Symptoms

During an AXF configuration of version 10.1.3.5,  when the Application Server attempts to run the Modify Document Index web service an error in the BPEL instance audit for the ModifyDocumentIndex service is returned:

Server was unable to process request. ---> No data was returned from Document Action.


On the web server, if web support server logging is enabled, then a corresponding error will be found.

In essence, the log shows us that Web Support Server received the command from the BPEL process but the command was unknown to it.
