This issue is observed in OIM 184.108.40.206 provisioning mailbox on MSFT EXCHANGE server 9.1.1.
However provisioning mailboxes on Microsoft Exchange Server 2007, where the powershell script called by the OIM Remote Manager always provisions the mailbox on Exchange, but somewhere the connector does not return the response that the mailbox was provisioned and the status of the Resource as seen in the Web Admin console is shown as "Provisioning" where it supposed to be "Provisioned".
