CAN NOT ADD A NEW DATABASE CONNECTION IN SQL DEVELOPER

Symptoms
When trying to open SQLDeveloper.exe after successful installation and migration of existing connections from an earlier release, it appears SQL Developer does not allow the user to create more new connections. This happens regardless of pressing the + Button or by navigating through File --> New --> Database Connection.
The following error will be seen once the SQL Developer is opened.
