tmshutdown -k kill and -k term Fails On Windows 2008

The following is observed on Windows Server 2008.
tmshutdown -k KILL -i (id) does not stop the server process on Windows 2008.
When -k TERM (SIGTERM ) is issued, then also it is not stopped. The following error is logged in the ULOG:

092024.system12!tmshutdown.2964.3948.-2: CMDTUX_CAT:4475: INFO: SRVID = 705 SRVGRP = A_FTLA SIGTERM send failed (tperrno = 7)
This works well on Windows 2003 and Windows XP.
Changed to Windows 2008.
