OIF 11g: After upgrading from OIF 10g inside of the EM Console the Configuration are not visible for OIF (Doc ID 1078715.1)

Symptoms

Unable to access administration settings options like service provider, identity providers, etc in OIF 11g from EM console.

In the log wls_oif.log file you can see below mentioned error messages:
