Symptoms

- Using Oracle Access Manager (OAM) 10.1.4.2 BP10 on Windows 2003
- Loggin into Identity Console using admin credentials and navigating to "Identity System Console>Object Classes>(any object class)User>Modify Atrributes"
- Failing with the error "Could Not Contact Server"
- nothing in the WebPass oblog.log
