Capture Import Server Error: "eMail, Error Number: -21472213: Automation error ClassFactory cannot supply requested class" (Doc ID 1079397.1)

Symptoms

When starting Import Server as an application, the following error message is reported:

Failed to connect to the following provider:

eMail, Error Number: -214722131, Error Description: Automation error ClassFactory cannot supply requested class

Clicking through the error messages allows the server to run.  When running Import Server as a service, it is slow to start and will hang when attempting to stop.

Changes

The error started to appear after applying <Patch 9459254> on an Import Server machine that is running WebCenter Capture (formerly Oracle Document Capture) 10.1350.
