OVD 10g 10.1.4.3 - Unable To Turn Down Or Turn Off Log Level In OVD Server (Doc ID 1079670.1)

Symptoms

Oracle Virtual Directory (OVD) 10.1.4.3.0.

Scenario:
Using standard logging in OVD and have set the log level to Error.  But OVD continues to log at Debug level, and keeps filling up the disk every few days.

Tried changing log level to warn, then Save to Server; then back to log level Error, and Save to Server. Restarted OVD Server every time.  However OVD keeps logging at Debug level and fills the disk space quickly.

Was able to turn off the access.log logging altogether, and that is no longer being generated.

Also tried turning vde server logging to Off, but the vde.log still continues to log lots of entries with DEBUG stamp, as if the Debug log level was turned on.

Merge #37 <Patch 8640920> was applied, however this patch was also applied to three other servers which are performing fine and behaving normally.  But it is unknown whether increasing logging level on those three other servers will also cause the same problem.
