HTTP Port Conflict when Starting the Integrated WebLogic Server Instance: " Unable to obtain lock on ... Server may already be running" (Doc ID 1080922.1)

When starting an application on JDeveloper 11g error messages like the following ones are displayed and the application cannot be run:

**** HTTP port conflict detected. The HTTP port will be reassigned to port 7102.
"C:\Documents and Settings\user\Application Data\JDeveloper\system11.\DefaultDomain\bin\startWebLogic.cmd"
[waiting for the server to complete its initialization...]
<05-04-2010 10:31:51 AM CLT> <Critical> <WebLogicServer> <BEA-000362> <Server failed. Reason:
There are 1 nested errors: Unable to obtain lock on C:\Documents and Settings\user\Application Data\JDeveloper\system11.\DefaultDomain\servers\DefaultServer\tmp\DefaultServer.lok. Server may already be running
       at weblogic.t3.srvr.ServerServicesManager.startService(
       at weblogic.t3.srvr.ServerServicesManager.startInStandbyState(
       at weblogic.t3.srvr.T3Srvr.initializeStandby(
