"SP2-0024: Nothing to change" Error Message While Running OIM Upgrade SQL Script (Doc ID 1081059.1)

When running a SQL script to upgrade OIM to 9.1.0.2 BP07 or any other patchset, a message is returned: SP2-0024: Nothing to change.

The issue can be seen when running any SQL Script.
