XSL files are moved to classes directory after upgrading from 8.1 to 10.3.0

Symptoms
In a WebLogic 8.1 web application, JSP and XSL files are located together.
For example: test.jsp and test.xsl are co-located under web application's root directory.
After the 8.1 application is imported into WebLogic Workshop 10.3.0, the test.jsp file is located under the root directory of the web application, while the test.xsl file is moved to WEB-INF\classes directory.
This causes issues if test.jsp relies on test.xsl file.
