When Executing RCU.BAT, the RCU Utility Does Not Launch

Symptoms
When launching the RCU.BAT file (Repository Configuration Utility), it just opens the Oracle home directory C:\Oracle\Middleware. It should be launching the utility.
Changes
Per the installation road map, the installation of WebLogic Server (which is task 3) was done before the creation of the schema was run (which is task 2).

Note: You can perform this task before or after Task 2 - Create schemas for applications.
