Oracle Database Time Zone Issue when trying to create the OBPM Directory (Doc ID 1084586.1)

Symptoms

The following exception is thrown when trying to create the OBPM Directory or engine schemas:


java.sql.SQLException: ORA-00604: error occurred at recursive SQL level 1
ORA-01882: timezone region not found

This issue occurs when using the Oracle JDBC driver and Oracle DB versions 9 and 10.
