Symptoms

Any attempt to use BPEL applications and BPEL domain functionality fails.  One example is that logging into the BPEL Console at http://<hostname>:<port>/BPELConsole fails with the error message:  "No domains accessible to the user logged in".

In addition, the container log file at $ORACLE_HOME/opmn/logs/*~*~*~*.log may contain the following error message:
