Upgrading Weblogic to Version 10.3.x so it does not Break the OIM Deployment Manager

Information in this document applies to any platform.
When attempting to follow documented steps to have Oracle Identity Manager (OIM) version 22.214.171.124 upgraded and running in the latest WLS 10.3.2 application server, the following error occurs.
The issue can be reproduced at will with the following steps:
1. For a clustered (or non-clustered) WLS install with OIM, follow documented steps in the WLS Upgrade Guide to upgrade WLS to 10.3.1 or higher.
2. After upgrading WLS and restarting the app server, the error is seen in the logs
Upgraded WLS from 10.3.0.0 to version 10.3.2.0 via one of the methods suggested in the WLS documentation.
