There is a requirement to revoke the following privileges from the database's PUBLIC special role:

EXECUTE SYS.UTL_FILE
EXECUTE SYS.UTL_HTTP
EXECUTE SYS.UTL_SMTP
EXECUTE SYS.UTL_TCP
