After Upgrading Opatch In The WebCenter Portal Home It Fails to Run Now (Doc ID 1087751.1)

Symptoms

After upgrading to the latest OPatch in the WebCenter Portal Home we see the following error when trying to run it:

E:\<ORACLE_HOME>\OPatch>opatch
java.lang.NoClassDefFoundError: oracle/opatch/opatchfmw/FmwHelp
at oracle.opatch.OPatchSession.<clinit>(OPatchSession.java:221)
at oracle.opatch.OPatch.<clinit>(OPatch.java:159)
