Error OALL8 When Running Query in Sql Developer (Doc ID 1089534.1)

Symptoms

Getting error when trying to run a query in SQL Worksheet, either by "Run Statement" or "Run Script".
Running same query using SQL*Plus works.

Applying <Note 579400.1> does not resolve the issue.
Same scenario using different combinations of connection types (basic, tns), roles (default, sysdba) and database versions (9i, 10.2).

3 errors can be seen:
A)   OALL8 is in an inconsistent state
B)   Bigger type length than Maximum
C)   Protocol violation
