OSR Installation Fails With Java.Lang.Runtimeexception: Updates To Config Files Not Supported When Just Part Of The SMTP Details Are Provided (Doc ID 1091903.1)

Symptoms

Installed OSR 11.1.1.2.0 on Solaris 64 bit and encountered errors during install.

[java] [java] ERROR: application_core:com.systinet.uddi.config.CipherHelper - Cannot decrypt value (Input length must be multiple of 8).
[java] [java] EXCEPTION: Input length must be multiple of 8
[java] [java] javax.crypto.IllegalBlockSizeException: Input length must be multiple of 8


Installation continued and all other steps concluded with a "Build Successful"

When trying to access the OSR webpage. It fails with the error:
