Is It Possible to Disable Dynamic Resource Creation when SSOCONN is Used in Reports?

Goal
When running a report with SSOCONN parameter value in the URL set to a dummy resource name, after entering the SSO userid and password, the page is redirected to an Oracle Identity Management page (which is "Create Resource" page) where a new Resource can be created dynamically. Is it possible to disable the Dynamic Resource Creation in this case?
