Content Server Fails to Start and Throws Error "File already exists" (Doc ID 1097265.1)

Symptoms

Upon start/restart of Content Server's Windows Service, the service fails to start and Windows Services presents a dialog box error concerning "line 805 control service failed. File already exists". The Admin Server Windows Service starts fine. It is expected that the service starts without issue.

If on Unix, the start/restart of the Content Server process throws the error concerning "File Already Exists" and fails to start.
