Unable to Apply Patch 9008596 to SOA Suite 10.1.3.5.1: The Patch Directory 9008596 Doesn't Match (Doc ID 1097934.1)

Symptoms

When attempting to apply patch 9008596 to SOA Suite 10.1.3.5.1 over WLS 10.3.1,
the following error occurs.

Error:

The patch directory 9008596 doesn't match the patch id.
ERROR: OPatch failed during pre-reqs check.
OPatch returns with error code = 150
