FMW 11g Enterprise Manager FMW control gives 404 Page Not Found Error - BEA-101162 java.lang.NoClassDefFoundError (Doc ID 1103533.1)

Symptoms

EM console is in 'failed' status post installation/configuration of Oracle Fusion Middleware 11g and is not accessible

After the completion of the configuration (where configuration of the administrative interface was selected) the administrative interface on port 7001 responds, but when clicking on "Go to Fusion Middleware Control" an "Error 404 - not found" is returned.

The AdminServer log has the following entries:
